All bulk items (couches, mattresses, desks, etc.) MUST be scheduled for collection by calling Capitol Waste Services at 1-844-377-1718.   Each eligible household is allowed one (1) FREE bulk item per week; however you MUST call at least two (2) business days in advance of your trash collection day to schedule a pickup otherwise it will not be collected.   As an example, if your trash is normally picked up on a Monday, you must call by Thursday of the prior week to schedule your collection. Residents with Tuesday collection must call by Friday of the prior week, etc.  Also, please be sure to place your bulk item curbside by 6:00 am on the day of its collection.  As an additional service, you can also throw out more than one bulk item per collection day, but there is a small charge for this added service.
  • Please remember that ANY trash that does not fit inside your wheeled trash cart must be placed in a City of Haverhill (orange) overflow bag or it will not be accepted by the City's waste hauler.  DO NOT place any trash or bags on top of the cart and make sure the lid is fully closed, otherwise the remaining trash will be left curbside. 
  • Remember to leave space (approximately 3 feet) between your cart and any other object such as a telephone pole, fire hydrant, trees and other carts, especially for the multi family dwellings in order to allow the trucks to safely and effectively collect each cart.

Curbside Leaf Pick Up
The City of Haverhill will be picking up leaves and grass curbside on the following days in 2018:
May 5, 2018
November 3, 2018
December 1, 2018
Please have leaves in open containers or paper bags that can be handled by 1-2 men and that do not weight more than 50 lbs.  Leaves are NOT to be left in loose piles in front of homes for collection. 
All leaf bags or containers must be free of trash, debris and limbs or they will not be accepted.

Electronic Recycling  (drop-off only):
April 21, 2018 and September 29, 2018 - 8am to 1pm at The Recycling and Compost Center on 500 Primrose St.

Thank you for all who have participated in Electronics Recycling Day.  In 2013 we recycled 58,317 lbs. of electronics and in 2014 we recycled 53,481 lbs of electronics! A 2-year total of 111,798 lbs which weighs as much as 37 Toyota Prius'!  Keep up the great work and remember that you can recycle all sorts of other electronics like CD Players, DVD/VHS players, walkmans, iPods and even surround sound stereo wires!

Rechargeable and Specialty Batteries

  • Alkaline batteries (AAA, AA, C, D and 9 volt). Since 1994, most types contain no added mercury, and contain only trace amounts. These batteries are marked "no added mercury" or have a green tree logo.  Please dispose of these in your regular household trash.

Bring the following batteries to the Recycling Center for proper disposal. 
  • Nickel-cadmium rechargeable batteries (NiCads) exist in many sizes and shapes and are marked RECHARGEABLE. Some may be built into rechargeable appliances. NiCads contain cadmium, a metal that is toxic to humans when inhaled or ingested.
  • Button batteries (small, round, silver-colored, used in watches and hearing aids): Many button batteries contain mercury, a metal that is toxic to humans when inhaled or ingested.
  • Lithium batteries (AA, C, 9 volt and button; mainly used in computers and cameras). Lithium is reactive with water, and has caused serious fires.
  • Nickel–metal hydride batteries, abbreviated NiMH or Ni–MH: Also a type of rechargeable battery commonly found in many electronic devices.  


Christmas Trees are to be placed curbside on your regular trash day between January 1st and January 12th, 2018.  For safety reasons, please make sure that trees are removed of all their ornaments, lights, bulbs and any other sharp objects such as ornament hooks.  Place  bare tree next to your trash on your regularly scheduled day and it will be collected by our waste and recycling hauler, Capitol Waste Services.  There is no need to setup an appointment and please limit the number of trees to 1 per household.     
Here are some easy tips to help you recycle more and waste less during the holiday season. 
  • MOST WRAPPING PAPER IS 100% RECYCLABLE, except for foil and cellophane.
  • Flatten and recycle all boxes that contained gifts and put them curbside with your recycling.
  • Save tissue paper and reuse it for other years, if not, remember that tissue paper is fully recyclable too
  • Save and reuse bows and ribbons, unfortunately we cannot recycle them in our single stream program. 
  • To use less plastic bags, bring reusable bags with you when you go holiday shopping.
  • Avoid using non-recyclable wrapping paper such as foil or plastic-coated paper all together.
  • Send an electronic card instead of a paper one- it’s a convenient, no-cost, waste-free alternative.
  • **Remember to remove bubble wrap and Styrofoam (molded or peanuts) from boxes before placing them curbside.  Check with a local packaging and mailing company to see if they would accept it.

Bring your lights (working or not) down to the Recycling Center on 500 Primrose St. during hours of operation and we will properly recycle your lights at no cost!  DO NOT mix lights with your single stream recycling and place them curbside.  Lights should be separated and brought in for proper recycling.

Mercury Recycling:
We now offer residents free drop off recycling of all your mercury containing items (i.e. Light bulbs, switches, and thermostats). We will only accept residents disposal of mercury items on Wed's and Sat's from 8am to 1pm.

Business Mercury Recycling Events for 2018 are as follows:

Recycling Facts:
Each person in the U.S. uses about 580 lbs of paper per year. When paper is incinerated, carbon containing gases and soot are released into the air.
  • Every 17 lbs of paper that we recycle saves one tree.
  • About 2,000 lbs equals 1 ton of paper.
  • Recycling the Sunday paper would save 500,000 trees each week.
  • If trees are not cut, they continue to add oxygen to the air and remove carbon dioxide from the air.
  • 29% of all the wood (one billion trees) cut from U.S. forests is used for paper.

Residential Household Hazardous Waste Disposal Day:

Events are from 9:00AM-12:00PM at the Waste Water Treatment Plant on 40 South Porter St. in Bradford.  Do not bring Latex Paint to HHW event.  Latex paint can be placed with household trash once completely solidified. Please note these events are for residents only.

Recycling bins:
To purchase a recycling bin, visit the Department of Public Works from  8am-3pm at 500 Primrose Street -  Monday through Friday or call 978-420-3817.  You can also purchase online.  If purchasing online, bring receipt with you when pickup up you recycling bin(s).

Recycling Bins are sold for $9.75 each.

Waste Oil Disposal:
Bring in your used motor oil or cooking oil to the Highway Garage for proper recycling! 
Collection is the last Sat. of each month from 9:00am-1:00pm. There is a 5-Gallon limit.

Banned Items per MassDEP:
No grass clippings, leaves or brush will be picked up at curbside. These items may be brought to the Recycling Center. There will be one day in the fall for leaf pick-up on Saturday in late November or early December, please call for date or check the current recycling calendar.  Leaves must be placed in open containers or paper recycling bags. White goods such as appliances, metal, iron, and steel may be brought to the Recycling Center. As of April 1st, 2000, all TV’s and computer monitors are not be picked up at curbside.

The following items are banned from being placed in the trash. If placed out for collection they will be left at the curb. Please call The Solid Waste and Recycling Department or check our recycling page to find out where they can be recycled and disposed of:

Local Businesses:
Save money on your disposal costs. Does your dumpster fill up too fast? Is there too much paper and cardboard in your dumpster? Why pay for it when you can drop it off for free? Bring your mixed paper and cardboard down to the Recycling Center. Convenient hours: Wed. and Sat. 8am - 1p.m.

Fluorescent lamp recycling information:
Recently the U.S. Environmental Protection Agency and the Massachusetts Department of Environmental Protection completed comprehensive investigations regarding the release of mercury to the environment. Both agencies have found that a significant increase in the amount of mercury present in the environment has occurred over the past 25 years. This increase is attributed to the burning of coal for power generation, the improper disposal of medical and solid waste, and the use of mercury-bearing materials in industry and lawn care. This increase poses a public health concern because mercury is a toxic heavy metal that can easily be incorporated into living tissue and can readily move through the food chain. In Massachusetts, the detection of high levels of mercury in freshwater fish consumption advisories for numerous water bodies which have been found to have elevated mercury concentrations as well as a statewide advisory for pregnant women.
In addition, the state and federal studies have found that the improper disposal of fluorescent lights is one of the main sources of mercury entering the environment. The white, powdery film in these lights contain mercury that, if not properly managed, can harm public health and the environment. Frequently, these lamps have been routinely discarded with trash, which is then disposed of at local and regional solid waste disposal facilities. This approach results in the release of mercury to the environment. Due to the risk to the general public and the environment, local, state and federal agencies have acted to regulate the disposal of fluorescent lamps and other mercury containing devices as hazardous waste if these units are not recycled. Local, state, and federal regulations now prohibit the disposal of these items as solid waste.
In an effort to protect the environment in general, and water supplies in particular, the Haverhill Board of Health now requires local businesses to prepare a written fluorescent lamp management plan. This action was authorized by the local Fluorescent Lamp Management Policy. This plan must indicate how the facility will collect and recycle the fluorescent lamps as well as how onsite personnel will be trained and informed of this practice. The facility is also required to retain records documenting the collection and proper management of the fluorescent lamps.
The Haverhill Health Department, along with Covanta Energy (formerly Ogden-Martin), has assumed a proactive role in addressing this problem by establishing a fluorescent lamp recycling program open to all local businesses. The purpose of this coordinated effort is to achieve an economy of scale so that local businesses can obtain the most competitive pricing. Through this effort we have been able to negotiate an extremely competitive lamp recycling agreement with the state licensed and approved vendor. Participants will receive a bill of lading documenting the proper handling/recycling of their fluorescent lamps. In addition, this program is also prepared to aid in the recycling of other mercury-containing products such as mercury switches and thermostats.

Haverhill Board of Health Fluorescent Lamp Management Policy:
Due to the risk to the general public and the environment, State and Federal agencies have acted to regulate the disposal of fluorescent lamps as hazardous waste if these units are not recycled. State and Federal Universal Waste regulations now prohibit the disposal of fluorescent lamps at incinerators or solid waste landfills.
In response to these findings, the Haverhill Board of Health now requires local businesses to prepare a written fluorescent lamp management policy. This policy should indicate how the facility will collect and recycle the lamps as well as on site personnel being trained and informed of this practice. The facility is also required to retain records which document the collection and proper disposal of the lamps.
In order to assist local businesses, the Board of Health has established a fluorescent lamp recycling program open to all local businesses. The purpose of this coordinated effort is to achieve an economy of scale so that all local businesses can obtain the most competitive pricing.
Only State and Federal licensed and approved vendors will be utilized by this program. Each facility will be responsible for the cost of recycling the fluorescent lamps generated by their facility. Each participant will receive a bill of lading to document the proper handling/recycling of their fluorescent lamps. All facilities interested in this program are encouraged to contact the Health Department.
This action is authorized under the Massachusetts General Law, Chapter 40, Section 21 of the Haverhill Regulation regarding Hazardous Material.
Failure to properly manage the proper disposal or recycling of fluorescent light tubes may be cause for the Health Department to issue a $200.00 fine, per violation, per day of non-compliance. In addition, the Health Department may also seek enforcement assistance from State and Federal Agencies.
